Municipal Performance Monitoring

“Smart Processes” LLC has provided consultancy services, for setting up integrated performance monitoring systems, in 30 assigned Municipalities. The assistance was provided through coaching and hands-on entirely for all selected municipalities. As part of this contract, “Smart Processes” LLC have collected and analyzed the annual budget execution monitoring reports of 30 Municipalities, as well as relevant data for performance monitoring, assess data quality, identifying data quality gaps, and preparing user-friendly annual performance reports, as specified in the Terms of Reference.

The Objective(s) of the consultancy was to:

• Contribute to performance measurement in municipalities in Albania.

• Contribute to the creation of user-friendly reports of different types that allow the municipality to communicate better with the council and other stakeholders.

• Contribute to the improvement of data quality that feeds performance measurement.

The main outputs of the contract:

• User friendly Annual Performance Reports in selected municipalities

• Municipality Profiles in all Region Municipalities

• Initial user-Friendly Performance plans for councils in selected municipalities

• Council Coaching in selected municipalities.
